Puneet Chitkara has more than 20 years of extensive experience in power system expansion planning, price and demand forecasting, short and long-term portfolio optimization, the financial impact on state utilities and government, transmission pricing, connectivity and open access, litigation support, electricity market design, and assessment of market power, the socio-economic impact of electricity tariffs, and aviation optimizing ground handling operations and computable general equilibrium (economy-energy- environment interaction models). Puneet has consulted several utilities in the electricity supply industry, multilateral and bilateral funding agencies (World Bank, USAID, FCDO), government ministries, regulatory bodies, private equity investors, and government planning agencies.
Puneet is an electrical engineer with Ph.D. in Development Economics and has done his post-doctoral work at the University of Hong Kong (2007) and Johns Hopkins University (2019-2020). He specializes in power systems optimization, game theory, and computable general equilibrium models. A special interest in hierarchical optimization permitted Puneet to develop models for studying the impact of institutional, and regulatory constraints on the costs of power system operations, emissions, and curtailment of renewable energy generation. His work also involves the use of distributed optimization techniques such as the Alternative Directions Method of Multipliers (ADMM) and Progressive Hedging (PH) to solve large stochastic power system optimization problems. His recent interests include the development of climate risk models (transition risks) using a combination of bottom-up (energy and power system models) and computable general equilibrium models to advise policymakers and corporates.
Puneet has several publications in refereed international journals including IEEE Transactions on Power Systems, Empirical Economics, Review of Development Economics, Applied Energy, Environmental Science, and Technology, International Journal of Electric Power and Energy Systems, IEEE Access, and Applied Economics Letters. He is fluent in English and Hindi.
