Dave Carlson is experienced in electricity and gas market development and operation, with a strong emphasis on senior stakeholder management at corporate, regulatory and government levels. He has experience in electricity and gas market design, liberalisation and operation; introducing electricity retail competition; privatisation of government generation assets; review and enhancement of system security and reliability; and greater participation of renewable sources of generation.
Dave served for 10 years as the Chief Executive Officer and Chief Operating Officer of the Energy Market Company (EMC), the operator of NEMS (National Electricity Market of Singapore) and subsequently as a Senior Vice President at Singapore Exchange (SGX), where he was responsible for SGX’s initiatives in the gas and power sectors. During his 12 years in Singapore, he was involved in the evolution and operation of NEMS, the development of electricity futures trading, working with Singapore’s largest gas users and stakeholders to support the Authority with the development of a secondary gas trading market, and the development of price discovery for gas-on-gas pricing for LNG in the Asia-Pacific region.
Dave has a BSc in Mathematics from Victoria University in Wellington and passed the Associate Examinations of the Institute of Actuaries, London.
