Sam’s experience lies in the economics of regulated industries. He has worked as an economic consultant for over 10 years and has specialised in the energy sector since 2019. Sam brings experience of the UK energy market, with clients including the market regulator (Ofgem), government ministry (DESNZ) and various regulated network utilities and investors. He has particular expertise in regulatory economics, price controls, market design and access, pricing and competition issues. He also has prior experience in policy appraisal, cost-benefit analysis, impact assessment, as well as broader market and consumer welfare analysis.  Prior to specialising in the energy space, Sam’s work spanned numerous sectors (including finance, water, telecoms, and transport).  He holds an MPhil in Development Economics, and an MA in Economics from the University of Cambridge.
